Council Bluffs Police Secure $248K Grant to Improve Department Standards and Community Trust

The Council Bluffs Police Department (CBPD) in Iowa has received a $248,670 Community Oriented Policing Services (COPS) grant from the U.S. Department of Justice. The grant will help the department pursue national accreditation through the Commission on Accreditation for Law Enforcement Agencies (CALEA). CBPD is one of eight agencies in the country to receive this grant under the 2025 Community Policing Development: Supporting Agencies Seeking Accreditation program.

CBPD was also accepted into the Collaborative Accreditation and Recognition (CAR) Program, which provides technical assistance to agencies working toward accreditation. Chief Matt Davis said the project will help improve accountability, build community trust, and meet professional standards. The three-year effort will focus on management systems, specialized training, and consulting services to meet CALEA’s requirements.

Chief Davis, Captain Jill Knotek, and Management Systems Specialist Morgan Goslar are leading the accreditation process, with a goal to complete it by October 2027.
