New Franklin presents proposed short-term rental ordinance

NEW FRANKLIN — New Franklin City Council had its first reading Oct. 15 of a proposed ordinance regulating short-term rental operations in the city, and some residents in attendance were less than impressed.

Short-term rentals are defined as properties rented for fewer than 30 days at a time. Councilman Devin Allman (Ward 3) outlined the proposed ordinance, which will require an annual permit revocable by the city; having a contact person available 24/7 and residing within 10 miles of the rental property; and regulations on activities such as noise, trash, commercial events and on-street parking.

Allman noted distance requirements between short-term rental properties and other properties have been removed from the latest version of the proposed ordinance. He described this requirement as “overreaching our regulatory authority” to “tell someone they can’t do something lawfully on their property.”…
