Police Make 3 Arrests During South Waterfront Protest Monitored by PPB

On Saturday evening, October 25, 2025, the Portland Police Bureau (PPB) monitored a protest in the South Waterfront area. The PPB activated its Incident Command Team, led by a Crowd Management Incident Commander. The team coordinated resources, including the Rapid Response Team, a sound truck, and Dialogue Liaison Officers. These officers, identified by white shirts, communicated with demonstrators and had arrest authority. Portland Fire & Rescue also assisted at the event.

During the protest, police warned two individuals, Kevin J. Beyer, 19, and Benjamin J. Beyer, 22, both from New Jersey, after they walked into traffic lanes on South Bancroft Street. After repeated warnings and failure to comply, officers arrested them for Disorderly Conduct in the Second Degree. They were booked into the Multnomah County Detention Center. Officers also observed a sidewalk blocked by a canopy and other items, which limited access for pedestrians, including a wheelchair user.

Police asked the group to clear the sidewalk and warned of possible legal action. Several people moved the items, and the sidewalk was reopened.
