KNOXVILLE, Tenn. (WVLT) – The University of Tennessee Gardens were home to many dogs dressed up in their Halloween costumes for a puppy parade on Sunday. This was because of Howl-O-Ween, an annual Knoxville event that brings pet owners from across East Tennessee.
Dog owners were preparing for weeks before the event.
“We order the costumes about a month ahead of time and normally it takes just a couple minutes to throw it on because they love dressing up,” said Caroline Williams, who’s dogs were dressed up as the Incredibles…
