The City of Durham has appointed Sarah Osmer Viñas as the new director of its Housing & Neighborhood Services Department. Viñas will oversee the city’s efforts to expand affordable housing and support mixed-income communities. Her appointment will begin on December 8, 2025.
Viñas has more than 20 years of experience in affordable housing and community development. She has worked in local government, nonprofit organizations, and national fellowship programs. Most recently, she was the director of Affordable Housing and Community Connections for the Town of Chapel Hill. In that role, she managed four divisions and a $30 million funding portfolio.
