New Unified Housing Portal to Simplify Rental Process for Delaware Residents and Landlords

On November 1, 2025, Delaware’s five public housing authorities (PHAs) will launch a unified electronic system for landlords in the Housing Choice Voucher (HCV) program. The Delaware Housing Access Association (DHAA) is leading this effort to standardize and simplify the leasing process for voucher holders and landlords. The PHAs involved are the Delaware State Housing Authority, Wilmington Housing Authority, New Castle County, Dover Housing Authority, and Newark Housing Authority.

The new system will use an Electronic Request for Tenancy Approval (RFTA) Submission Process. Landlords can access this process through a statewide portal at delaware.affordablehousing.com/landlords. The portal is intended to make the leasing process faster and more consistent. The HCV program helps low-income families, seniors, and people with disabilities by subsidizing rent. Families usually pay about 30% of their income toward housing.

Governor Matt Meyer said the new process will reduce administrative steps for families seeking affordable housing.
