Those in Houston’s unhoused community may no longer be able to sit or place their belongings on sidewalks in the East End, as the city prepares to build a shelter nearby for as many as 300 people.
The City Council on Wednesday heard a proposal to create a “civility ordinance” zone that will stretch east to west from Chartres Street to Buffalo Bayou, and north to south from 75th Street to Capitol Street. The city’s new shelter at 419 Emancipation, designed to help support the area’s unhoused population, will sit right outside the zone’s eastern border.
Mayor John Whitmire recommended the vote be delayed to make sure all council members’ concerns with it were addressed. Council Members Mario Castillo, Tiffany D. Thomas and Joaquin Martinez, who represents the neighborhood, subsequently agreed to delay the item…
