Philadelphia man wanted after allegedly stealing nearly $17k in home improvement fraud scheme

DAUPHIN COUNTY, Pa. — A Philadelphia man is wanted after he reportedly stole nearly $17,000 in a home improvement fraud scheme in Dauphin County.

Scott David Miller, 34, is wanted on two counts of home improvement fraud and theft.

According to State Police, Miller, who went by the name “Dave White,” represented Elite Concrete Solutions and signed two contracts promising to work on a home in Lykens. Police said the first contract was signed in March 2025, at which time the homeowner paid $11,500. The second contract was signed a month later, and the homeowner reportedly paid $5,400, totaling $16,900 in cash…
