Special event zones could be coming to the Oceanfront. Here’s what they are

VIRGINIA BEACH, Va. — When lawmakers return to the General Assembly in January, Virginia Beach Police Chief Paul Neudigate said he is hopeful they’ll take up a law enforcement measure that he believes could benefit the city’s Oceanfront.

“Hopeful the General Assembly sees we need help, not just the Oceanfront. It’s not just Virginia Beach, obviously, that’s the most high-profile when we think about challenges. But we don’t want to displace problems to Town Center, or Hampton, or other localities. So it’s more of a regional ask,” Neudigate said.

This summer, 13News Now reported that city leaders were planning to introduce special event zone legislation in 2026. It’s a concept that has been applied in other cities, where law enforcement officers within a zone can increase enforcement in the form of increased penalties, fines, and other enforcement strategies…
