El Paso County residents were alerted to a construction scam after the Sheriff’s Office detained 38-year-old Esli Abraham Escobar-Luevano on Thursday. The arrest was the result of a probe into Escobar-Luevano’s business, Summit Landscape, for fraudulent activities related to a custom metal fence project. In a social media post, El Paso County Sheriff Oscar Ugarte detailed the course of the investigation, which began when a complainant reported issues following hiring Escobar-Luevano’s company.
According to the El Paso County Sheriff’s Office, the contractor accepted an upfront deposit but failed to ever really start work. The victim faced a series of delays due to supposed scheduling and equipment complications, with further communication attempts being unsuccessful. The post from El Paso County Sheriff Oscar Ugarte explained that “After receiving an initial deposit, the contractor repeatedly delayed the start of the project, citing scheduling and equipment issues.” No work was commenced, and no refund was provided to the victim.
During the investigation, authorities learned that the suspect already had an existing active warrant for Theft of Property under $2,500.
