The City of Loveland will mark the completion of Blocks 1 and 2 of the 4th Street Revitalization Project during the annual Festival of Lights on Friday, November 21, 2025. The event will run from 5 to 8 p.m. along 4th Street between Washington and Railroad Avenues and at Foundry Plaza. The public is invited to see the updated area for the first time.
City Engineer Nicole Hahn thanked local businesses and residents for their patience during construction. She said the project has been planned for decades and is an important development for downtown Loveland. The upgrades include new underground systems for water, stormwater, power, telecommunications, and gas. Above ground, the project features leveled sidewalks and improved pedestrian crossings.
