Pet surrenders spike in Tennessee and Georgia amid SNAP benefit reductions during shutdown

ROSSVILLE, Ga. — In what has been the longest government shutdown in US history, lawmakers are finally starting to make progress towards ending it.

But in the 42 days since the shutdown began, millions of Americans have gone with either partial or no SNAP benefits.
