North Little Rock, Ark. (KATV) — The North Little Rock Police Department is calling for community assistance in locating Tavoris “Ceasar” Thomas, 48, who was last seen on September 6, 2025.
Thomas, who also goes by “C”, resides in various homeless camps, according to NLRPD, but was last spotted in the Rose City area.
He is listed at 5’8, and weighs 140 lbs…
