Richmond City Council creates city’s first rental inspection program

In the face of an ongoing affordable housing crisis, Richmond has created a rental inspection program to help protect tenants.

On Monday, following a yearslong effort, City Council unanimously passed an ordinance patroned by Mayor Danny Avula and 5th District Councilor Stephanie Lynch to establish the inspection program in city code.

“Safe housing is healthy housing,” Avula said in a statement after Monday’s vote. “This ordinance creates a pathway to ensure that Richmond renters live in homes that meet basic standards of safety and dignity.”…
