SAN DIEGO (FOX 5/KUSI) — The San Diego Police Department has released a statement addressing a widely circulated video showing officers using force while taking a man into custody following a violent confrontation in Logan Heights on Thursday.

According to SDPD, the incident began around 12:20 p.m. when a white pickup truck struck a bicyclist at 100 South 31st Street. Police say the driver — identified as 27-year-old Santos Rosales — got into an argument with the bicyclist after the collision.
Investigators report that Rosales then followed the bicyclist, leading to a fistfight. During the altercation, police said the Rosales allegedly picked up two rocks and punched the bicyclist multiple times while holding them. Witnesses called police as Rosales fled the scene in his truck.
Suspect arrested after woman, 22, found dead in City Heights hotel
Officers later found Rosales and his vehicle in a parking lot at 2971 Market St. According to SDPD, he was not compliant with officers’ commands, prompting them to use physical force and a taser to take him into custody.
Rosales was arrested on suspicion of attempted murder, resisting arrest and an outstanding misdemeanor warrant. He was transported to a local hospital to be evaluated before being booked into jail…
