Maxwell community outraged after mayor makes comments about shooting dogs

MAXWELL, Iowa — At Wednesday’s Maxell City Council meeting, Mayor Dale Higgins made comments suggesting he would shoot stray dogs to deal with the city’s animal problem.

“If I can’t control my dog to the point where it’s going to attack somebody else or run off my property, it is not in control. It’s my responsibility. I take full liability for any part of any animal that is mine and everybody else has to. So I don’t know what else you want me to do. I’ll run around town, shoot the animals. I don’t care,” Higgins said during the meeting.

The city of Maxwell has been working to find a solution for stray or unsupervised dogs who attack people and their pets. Higgins said there have been three incidents recently…
