Utah family questions repeat drug distributor penalties after loved one’s death

SALT LAKE CITY (KUTV) — The family of Kayla Bettles wondered if tougher penalties for repeat drug distributors could have prevented the overdose and death of their loved one.

Bettles, a survivor of human trafficking and a recovery advocate, was found dead by hotel staff in April.
