The Elsmere Town Council named Retired Major General Frank Vavala as an Elsmere Hometown Hero at its meeting Thursday night, November 13, 2025.
Vavala served nearly fifty years in the Delaware National Guard, including eighteen as Adjutant General, making him the longest tenured Adjutant in the Guard’s history.
“Recognizing Major General Vavala is long overdue,” said Elsmere Mayor Joann Personti. “He represents the very best of Elsmere, and we are honored to celebrate someone whose service, leadership, and character have brought such pride to our community.”…
