Shelby County borrows from emergency fund to cover $43 million shortfall

MEMPHIS, Tenn. — The Shelby County Commission approved a motion Monday to borrow money from the debt service fund to meet payroll for county workers.

The finance division said it needs $43 million to fund the county government.
