News13 investigates: Horry County police chief first denies knowing of HR complaint, admits awareness one week later

HORRY COUNTY, S.C. (WBTW) — News13 is continuing its investigation of a sex scandal within the Horry County police department that’s led to a lawsuit accusing the county’s former top public safety official of sexually harassing a police officer.

News13 was the first to report after four officers and its top spokesperson resigned nearly two weeks ago for their alleged off-duty relationships.

On Oct. 27, Lt. Misty Gore, Det. Don Kobithen, Sgt. Torry Lewis, Inv. Kelsey Manemeit and county public information officer Mikayla Moskov all resigned — each named in an internal affairs report that linked them to extramarital affairs.

On Oct. 16, Manemeit’s attorney Jonny McCoy says she reported Webster to their HR department and read off four pages of what they call sexually harassing text messages over the five-month period she worked under him…
