Former Little Rock officer involved in deadly 2019 shooting to get $72K in back pay

LITTLE ROCK, Ark. — The Pulaski County Circuit Court has found that former Little Rock police officer Charles Starks, who was fired after the 2019 fatal shooting of Bradley Blackshire, is owed over $70,000 in backpay and benefits.

The ruling was made on Nov. 17, 2025 and determined that Starks is owed $52,052.22, which represents the Little Rock Police Department salary that was due “from May 6, 2019 through the date of his resignation on Sept. 11, 2020.”

Additionally, the court ruled that Starks is entitled to over $17,000 in pre-judgement interest, over $2,000 in attorney’s fees, and various other sums. The total amount that Starks is now owed according to the court is $72,055.70…
