URBANDALE, Iowa — The Iowa Board of Educational Examiners announced Friday that it found probable cause that the Urbandale Superintendent violated the code of professional conduct and ethics.

The board specifically found that the superintendent, Dr. Rosalie Daca, failed to follow federal, state, and local laws, as well as falsified reports and didn’t follow educational standards.
