LAPD Uses Drone to Locate Suspect in Downtown Incident; Officers and Suspect Injured During Arrest

On November 14, 2025, at about 4:10 p.m., Los Angeles Police Department officers from the Central Patrol Division responded to a battery suspect call near 12th Street and Hill Street. The department used a small drone as part of its pilot program to help locate the suspect, identified as 30-year-old Joseph Allen.

When officers tried to arrest Allen, he ran away. Officers chased him on foot. After being caught, Allen resisted arrest by hitting a female officer and grabbing her upper body and neck. Another officer intervened and struck Allen with her radio. A bystander also helped the officers during the struggle.

Allen continued to resist. One officer used her TASER. More officers arrived and took Allen into custody. Allen was taken to a local hospital for treatment of TASER-related injuries and a head abrasion. He was not admitted to the hospital…
