Green Bay man sentenced to jail for threatening to shoot up golf course, pleads no contest

GREEN BAY, Wis. (WFRV) – A 34-year-old Green Bay man who had been accused of threatening to shoot up a golf course in Brown County was convicted on a plea deal on November 17.

Court records show that Phamorn Keomanyvong appeared in court for what was initially listed as his arraignment; however, the updated record classified it as a plea/sentencing hearing.

Keomanyvong pleaded no contest in the case, as the judge dismissed four of the eight charges against him. The following charges were filed against him, with rulings listed:

  • Terrorist threats – Public panic or fear, use of a dangerous weapon
  • Guilty due to a no-contest plea
  • Intentionally pointing a firearm at a person
  • Charge dismissed, but read in
  • Disorderly conduct, use of a dangerous weapon
  • Guilty due to a no-contest plea
  • Operating a firearm while intoxicated
  • Charge dismissed, but read in
  • Carrying a concealed weapon
  • Charge dismissed, but read in
  • Possession of THC
  • Guilty due to a no-contest plea
  • Possession of drug paraphernalia
  • Charge dismissed, but read in
  • Possessing a firearm with the adjudicated delinquency of a felony
  • Guilty due to a no-contest plea

As a result of the four convictions, Keomanyvong will spend about eight months in a local jail for the disorderly conduct charge, a misdemeanor, concurrent with a 30-day sentence for THC possession…
