FLORENCE, S.C. (WBTW) — The brother of a Myrtle Beach woman who was run over on the beach and killed by a Horry County police officer in June 2024 is suing the department, the county and others in federal court.
Sandra “Sandy” Schultz-Peters, 66, died in the June 13, 2024, incident. She was hit by Julian “Duke” Brown, who joined Horry County police in 1988 and retired in August 2024.
The federal complaint, filed by Anthony Schultz on behalf of Schultz-Peters, names HCPD, Horry County Government, Brown, Gregory Hutchins and William Muldoon. It is a “civil rights action seeking money damages to redress the egregious and conscience-shocking violation of the constitutional rights of Sandra M. Schultz-Peters.”…
