New Citywide Curfew on E-Scooters and ATVs Aims to Improve Safety for Houston Residents

On November 19, 2025, the Houston City Council approved a new ordinance that sets a citywide curfew for e-scooters, ATVs, and other micromobility devices. The curfew bans the rental and use of these vehicles between 8 p.m. and 4 a.m. within Houston city limits. The ordinance aims to address safety concerns raised by residents and business owners about riding behavior in public areas.

The council passed the measure with a 13-0 vote. Four council members were absent. The ordinance also prohibits renting micromobility devices from temporary structures such as tents and pop-up stands. Mayor John Whitmire said the ordinance is intended to improve safety in public spaces.

The rules apply to both rental and personal e-scooters, as well as devices like hoverboards and electric skateboards. ATVs are also included. Their use is now restricted on public roads, sidewalks, trails, and parks in the city. Exceptions are allowed for essential travel to work or school, emergencies, and official city business.
