Travis County DA drops murder, deadly conduct charges against Austin officer in 2019 shooting

Travis County District Attorney José Garza on Friday moved to drop murder and deadly conduct cases against an Austin police officer who fatally shot a man in 2019 during a mental health crisis in a downtown condominium.

The American-Statesman was first to report earlier this month that Garza was negotiating a unique agreement with Officer Karl Krycia that will require him to serve as a police academy instructor, teaching officers about how they should respond in rapidly evolving and dynamic situations such as the one he encountered with Mauris DeSilva.

A motion to dismiss the case, filed Friday by Assistant District Attorney Dexter Gilford, says that Krycia has proven to the state that he has become certified to teach a use-of-force model known as Integrated Communication Assessment and Tactics, or ICAT, and that he must provide ICAT training to cadets at the Austin Police Department or any other law enforcement agency that employs him.

In a joint news release, Garza and Austin Police Chief Lisa Davis said the agreement was intended to “strengthen public safety, enhance accountability, and build community trust.”…
