WOODBURN Ore. (KPTV) – The Woodburn City Council has declared a local state of emergency due to federal immigration enforcement actions, Woodburn Police announced on Friday.
During a special meeting on Friday, the council unanimously voted to adopt Council Bill 3289, which declares an emergency due to the economic and humanitarian impacts of ICE operations in the city.
