ALBANY — John Bacheller has an unusual retirement hobby. He digs into public data and writes detailed analyses for his website, Policy By Numbers.

For his most recent investigation, Bacheller decided to take an eagle-eyed gander at development proposed for the eight-acre site known as either Liberty Park or the “Parking Lot District,” depending on your preference. It’s the eerily empty area near the MVP Arena and the grossly grim city bus station.

Bacheller ran into a problem. There’s little information available about the planned soccer stadium and other proposals received for the district because Capitalize Albany Corp., the city’s economic development arm, has refused to disclose anything about what was submitted by its September deadline…
