Last week, the City of Philadelphia announced the completion of its fifth Neighborhood Slow Zone in the Tenth Memorial area of North Philadelphia. The Office of Transportation and Infrastructure Systems (OTIS) and Vision Zero Philadelphia made the announcement at St. Joe’s Preparatory School, which is located within the new slow zone. The project was constructed during the summer and fall of 2023 as part of the city’s efforts to improve road safety and reduce traffic-related injuries and fatalities.
The Tenth Memorial Neighborhood Slow Zone includes several safety measures. These include a speed limit reduction to 20 MPH, 51 speed cushions, 12 gateway treatments, 58 corner clearances and curb extensions, and two midblock crosswalks. The improvements were developed with input from local residents, stakeholders, and city officials. The application process began in 2019, led by community leader Donna Price, and was accepted in 2021.
The slow zone covers several community resources, including St. Joe’s Preparatory School, the Gesu School, the Meade School, Tenth Memorial Baptist Church, Ingersoll Park, and the William B. Moore Manor Senior Center. The area is bounded by Cecil B.
