Rockwall Police Department welcomes first electronic storage detection K9

ROCKWALL, TX (Nov. 21, 2025) – The Rockwall Police Department is excited to introduce Electronic Storage Detection (ESD) K9 Nessa, the newest addition to our investigation team. K9 Nessa, a two-year-old black English Labrador retriever, is specially trained to locate hidden electronic storage devices, including thumb drives, cell phones, SD cards, tablets and hard drives that are often used to conceal evidence of child exploitation and other digital related crimes. K9 Nessa is the first of her kind within the Rockwall Police Department.

K9 Nessa’s handler, Detective Phillip Young, will be working alongside her as she uses her skills, not only for electronic device detection but also as a therapy canine to support children during forensics interviews by offering comfort during potentially traumatic experiences.

K9 Nessa was provided through a generous contribution from the non-profit organization OUR Rescue, which is dedicated to aiding law enforcement world-wide in the battle against sex trafficking and child exploitation…
