State expands SNAP work rules, thousands could be affected

More Arkansans will face work requirements for food assistance starting Friday after state lawmakers approved emergency rules for the Supplemental Nutrition Assistance Program (SNAP).The Arkansas Department of Human Services is implementing new federal mandates that extend work rules to able-bodied adults under 64 who do not have dependents younger than 14. The changes stem from the One Big Beautiful Bill Act passed by Congress this summer, which ended longstanding exemptions for adults over 54 and those with dependents up to age 18. Exemptions were also removed for homeless individuals, veterans and young adults who aged out of foster care.

DHS officials said the agency received federal guidance in October and could not meet the Nov. 1 implementation deadline. The emergency rule takes effect when the Arkansas Legislative Council adjourns Friday; a permanent rule will be proposed next year.
