DA moves to drop charges against Torrance officers who shot, killed man armed with air rifle

Los Angeles County District Attorney Nathan Hochman has moved to dismiss charges against two Torrance police officers in the 2018 killing of a man sitting in a suspected stolen car with an altered airsoft rifle between his legs.

Officers Matthew Concannon, 40, and Anthony Chavez, 36, were indicted in March 2023 on one count each of voluntary manslaughter for the shooting death of 23-year-old Christopher De’Andre Mitchell. But now Hochman says he does not believe the case can be proven beyond a reasonable doubt.

A judge was scheduled Thursday to hear the prosecution’s motion to dismiss the indictment, but the hearing was postponed while the officers waited on the California Supreme Court to potentially throw out the case…
