Woman dragged by teen driver in South St. Paul amid dispute, police say

Police have arrested a 17-year-old boy suspected of striking and dragging a young woman with his vehicle during a dispute in South St. Paul last week.

According to the South St. Paul Police Department, officers arrested the teenager on Monday on suspicion of criminal vehicular operation in connection with the Nov. 17 incident.
