On November 26, 2025, Governor Gavin Newsom announced that California will convert six underutilized state-owned sites into affordable housing developments. The plan will create at least 843 new homes for families across the state. This effort is part of a strategy to use excess state land for public benefit, with a focus on addressing housing insecurity.
The six sites are in Atascadero, Napa, Fontana, San Bernardino, and Stockton. They will be developed under Lease Option Agreements. Atascadero will have 87 affordable units and one market-rate unit. Napa will have 183 affordable and two market-rate units. Fontana’s DMV site will offer 127 affordable large-family units and one market-rate unit. San Bernardino will provide 203 affordable and two market-rate units. Two sites in Stockton will add a total of 240 affordable units and four market-rate units. These projects aim to increase housing options for California families.
This announcement follows Governor Newsom’s 2019 executive order. The order directed the Department of Housing & Community Development (HCD) and the Department of General Services (DGS) to identify excess state-owned properties for affordable housing.
