Traffic going south on Interstate 5 to Woodburn Exit 271 came to a near standstill and backed up more than 7 miles by 1 p.m. on Nov. 28.
According to Tripcheck.com, traffic going south toward the Woodburn Premium Outlets had backed up to Donald-Aurora Exit 278.
