Hurricane Harvey sparked a revolt from homeowners against floodplain developers. Here are the hotspots.

Even after Hurricane Harvey exposed the dangers of building in flood-prone areas, tens of thousands of new homes have continued to rise in Greater Houston’s high-risk flood zones.

A Houston Chronicle analysis found that more than 65,000 new properties have been developed in official flood zones across the region’s five largest counties since Harvey. That accounts for roughly one out of every five homes and other structures permitted during that time.
