Wichita city manager contract, water and sewer rate increases before council

WICHITA, Kan. (KSNW) – The Wichita City Council took the final step on Tuesday to hire the next city manager.

Councilors voted 5-2 to approve the employment contract for Dennis Marstall. He comes from Lancaster County, South Carolina, where he has been the county administrator since 2021. Marstall will replace Wichita’s current City Manager Bob Layton, who is retiring at the end of the year.

The contract includes a salary of $298,000 per year, a retirement contribution of 10% of the manager’s annual salary, a phone allowance of $600 per year, moving and relocation expenses, and an auto allowance $6,600 per year.
