Portland man who randomly punched 2 people arrested, released, re-arrested, police say

Portland police say a 24-year-old man randomly attacked two strangers minutes apart last Tuesday in Southeast Portland.

Santos Puerto-Rios of Portland is accused of throwing a “sucker punch” at a 21-year-old man sitting at a bus stop on Southeast Division Street and 122nd Avenue around 8:30 a.m. on Nov. 25, police wrote in a probable cause affidavit. The man had a cut under his left eye and a bloody lip, police said.

A woman who witnessed the alleged assault flagged down a patrol officer who spotted Puerto-Rios and arrested him. He was booked in Multnomah County jail and released the same day. He then failed to appear in court Friday…
