A new court document reveals troubling details of the conditions of five children and multiple dogs who were living out of a car in Vancouver.
Last month, Vancouver police arrested two men and one woman after officers discovered the children were living out of a van littered with trash and drug paraphernalia. The department posted images of the vehicle on Monday.
