On November 26, 2025, Governor Kathy Hochul announced the start of a new affordable housing project in Syracuse, New York. The East Adams Phase I project is valued at $102 million and will add 132 all-electric homes to the city. These homes will replace the old McKinney Manor public housing complex. This project is the first part of the East Adams Neighborhood Transformation Plan, which is led by the Syracuse Housing Authority to improve the area and address community needs.
The East Adams Phase I project is part of Governor Hochul’s efforts to increase affordable housing. New York State Homes and Community Renewal has already created or preserved more than 1,400 affordable homes in Syracuse. The new project supports the Governor’s $25 billion, five-year Housing Plan, which aims to create or preserve 100,000 affordable homes statewide. The redevelopment also aligns with the city’s plan to remove the elevated Interstate 81, which was built decades ago and divided neighborhoods.
The new homes will be built on the former McKinney Manor site, which had over $17 million in deferred maintenance. The project will include six new residential buildings: two mid-rise apartment buildings and four townhome buildings. Of the 132 homes, 117 will be affordable for households earning up to 60 percent of the Area Median Income. Sixty-three units will have Section 8 Project-Based Vouchers.
