Renters in Wilmington may soon be able to enter into a city-run escrow program to try to force repairs by their landlords.
Wilmington City Council voted unanimously to initiate a voluntary rent escrow program that could be utilized if a landlord fails to produce hot water, heat, water, or electricity.
