A plan that would reduce the Houston Police Department’s cooperation with Immigration and Customs Enforcement looks stalled, even before the city council has a chance to discuss it publicly.
The city attorney’s office has been silent for seven days on whether the latest version of a draft proposal would pass legal muster, and other members of council are reticent to sign off on bringing the idea for discussion without an opinion, according to its author, Council Member Letitia Plummer.
