RICHLAND COUNTY, S.C. (WACH) — The Richland County Sheriff’s Department says they are reviewing its departments use of physical force after a man’s arrest was captured on On Patrol: Live.
On Tuesday RCSD announced the arrest of Maxie Outen, 31, after a traffic stop on Saturday.
