O’Hare-based customs agent described as ‘serial rapist’ in federal complaint (Full Update)

A United States Customs and Border Protection officer stationed at O’Hare International Airport used his badge, gun, and law enforcement authority as tools to terrorize Chinese women working in the Chicago-area sex trade, according to an extraordinary federal filing that describes six attacks across Schaumburg and Naperville in 2022.

Prosecutors described the officer, 44-year-old Luis Uribe of Pingree Grove in Kane County, as a “serial rapist” who repeatedly forced his way into suburban hotel rooms, sexually assaulted victims at gunpoint, robbed them, and tracked their movements using his government-issued access and personal technology.

Uribe was arrested Monday at a CBP facility and pleaded not guilty to an eleven-count federal indictment alleging civil rights violations and brandishing a firearm during a crime of violence. A detention hearing is set for December 15. But according to a detailed memorandum filed by the U.S. Attorney’s Office, prosecutors are seeking to keep him in custody pending trial, calling him a danger to the community and a severe flight risk.
