New Housing Options Approved for Madison Residents Along Transit Corridors

On December 9, 2025, the Madison Common Council passed its third Housing Forward package of the year. The new ordinances aim to address housing needs in the city. The measures focus on increasing housing options along Madison’s busiest transit corridors.

One ordinance allows the construction of four-home structures in residential areas near major transportation routes. This change is intended to use land more efficiently and support higher-density living where public transit is available. The ordinances also limit new drive-through windows along these corridors. Exceptions are made for larger, multi-story developments that include housing.

The package introduces ‘cottage courts’ as a new housing option. These courts can have up to eight homes around a shared courtyard. Ownership models may include condominiums or individually owned lots. The goal is to offer more diverse and affordable housing choices for Madison residents…
