LAUREL, Md. (WKRC) – A Maryland man has been charged with first-degree arson after allegedly throwing a woman’s dog from a third-floor balcony and setting her apartment building on fire, authorities said.
Floyd Rich V faces additional charges of malicious destruction of property and reckless endangerment, according to the Prince George’s County Fire Department. The incident occurred Dec. 7, when firefighters responded to a two-alarm blaze just before 9 p.m.
