‘We are broken’: Multnomah County braces for Behavioral Health Division shakeups

PORTLAND, Ore. (KOIN) — Multnomah County’s behavioral health system is undergoing a shakeup as leaders brace for the impact of funding changes.

On Thursday, the Multnomah County Board of Commissioners approved two budget modifications. The first recognizes a $2 million drop in revenue due to a terminated agreement with CareOregon and the other reallocates funding to other services.

“The costs of providing care are more than the revenues and the payments that [Coordinated Care Organizations] are getting, so Health Share of Oregon needed to make some tough decisions,” Multnomah County Health Department Director Rachael Banks told commissioners. “There was an increase in behavioral health rates, but still the costs of actually providing care outpace the payments.”

Documents show the county’s delegation agreement with CareOregon, which is part of Health Share, will be terminated on Jan. 1. The agreement covers care coordination services and the Behavioral Health Division’s administration and resource center…
