Undergraduate student found armed with plans to attack the university police department

Just before midnight on Monday, Nov. 24, two patrol officers from the B-Squad of the New Castle County Police Department (NCCPD) were conducting a routine survey of the Maryland Avenue area in Wilmington when they encountered a white Toyota Tacoma.

The car, parked in Canby Park West, was there after hours, which is a violation often seen by officers. They conducted a motor vehicle stop on the Toyota, where they came into contact with the driver, Luqmaan Khan, a 25-year-old Wilmington resident and undergraduate student at the university.

As they began to speak with him, the officers noticed Khan had a nervous tone, inconsistency in responses and an inability to answer basic questions. This gave them probable cause to ask him to get out of the car, which he refused before being physically removed…
