Woodstock couple indicted on $1.4 million Medicaid fraud in DeKalb County behavioral health facility

The owners of Overcomers Day Services, a behavioral health facility in DeKalb County, allegedly defrauded Medicaid of over $1.4 million, Attorney General Chris Carr’s office said in a news release.

Kim Higgins and Marcel Higgins, both of Woodstock, stand accused of a combined 23 counts including conspiracy to commit Medicaid fraud in connection to Intensive Family Intervention (IFI) services for children enrolled in Georgia Medicaid.

According to the facility’s website, IFI services include six hours a week or more of therapeutic contact provided by a licensed clinical social worker and up to three other licensed individuals and paraprofessionals…
